This road block consisting of a damaged vehicle, empty oil drums, and huge stones, was erected by civilians in a Freetown street on March 21st, as Army Chief, brig, David Lansana, declared martial law after pacing the newly designated Premier Siaka Stevens under house arrest. This followed the general election in the tiny West African nation.
An announcement over the country's radio on March 23rd said that a Reformation Committee had been formed, including senior officers in the Army, political parties had been dissolved, and the country's constitution suspended the Governor-General, Sir Henry Boston Lightfoot, was reported under house arrest in Freetown.
