History
In 1951 it was decided to set up an Organisation and Methods Division in the General Treasury, as recommended by the Ballisal Scott Committee in its report published as Sessional Paper III of 1951. The work covered by the newly established Organisation and Methods Division fell into two broad functional areas as Assignment Functions and Training Functions.
In the latter part of 1969 the Organization and Methods Division was re-organised and its staff increased and specially trained. In 1970 with the re-assignment of Ministerial functions, the Organisation and Methods Division was transferred from the General Treasury to the Ministry of Public Administration Local Government and Horne Affairs and re-named the Management Services Division.
The Management Services Division has always played a positive role in helping Ministries, Departments, Corporations which sought its assistance to improve their performance and output. In providing a more professionalised and competent Consultancy Service, the Division undertook studies into systems and procedures, cadre assessment, work norms and overtime, forms design, control and management and control of office machines and equipment, prepared operational manuals and process flow charts and undertook management training and Development activities as well.
On l st November, 1979 it was decided to transfer the Management Consultancy functions of tile Management Service Division to the Academy of Administrative Studies, re-named as Sri Lanka Institute of Development Administration.
