Administrative history

The Western Province Provincial Council was established under the Provincial Councils Act No. 42 of 1987 by virtue of article 154 A of the constitution of Sri Lanka.
The Western Province today consists of three revenue districts, namely Kalutara, Colombo and Gampaha, In the Province there are 36 Parliamentary Electorates, 34 A.G.A. divisions, 03 municipal areas and 14 Urban Council areas. The Western Province consists of approximately 1,654 villages. It is bounded by the Maha Oya in the North, the Bentara Ganga in the South and the Indian Ocean in the West, The 1000 feet contour can be taken as its Easten boundary. The policy statement of the governor was presented on 18th of August of 1988.
Three main objectives have been identified by the provincial council.
1. Their objective was to motivate and encourage people to be self-reliant and self-sufficient and wean them away from their dependence or relief and subsidies.
2. There is an urgent need for a new strategy to motivate, encourage people to engage in development activities emphasizing self-reliance and co-existence. Their theme should be hard work for a happy and contended life.
3. The traditionally accepted attitudes and approaches to development will be replaced by strategies,
1) Recognising people as the most precious resources.
2) Accepting self-reliance as the best driving-force in development.
3) Making maximum use of local material and talent,
4) Giving due recognition to indigenous approaches.
5) Emulating broad-based implementation and stability.
