This commission was appointed on the 23rd August 1979 by H. E. The President of the Republic of Sri Lanka under the provisions of section 2 of the commissions of Inquiry act (Cap. 393). The commissioners were Victor Tennakoon, A. C, M. Ameer, A. J. Wilson, N. Tiruchelvam, N. G. P. Panditaratne, M. R. Thassim, J. A. L. Cooray, K. M. de Silva, M. A. Aziz.
The commission was appointed to inquire and report on the following matters: -
(a) The existing structure of local Government with a view to ascertaining the manner in which economic development activity in a district could be planned and co-ordinated at the level of the district through District Ministers and Development Councils.
(b) The Constitution and composition of such councils including the method by which representatives to such Councils may be selected
(c) The powers, Functions and Duties that such Councils may exercise discharge and perform.
(d) The determination of the subjects to be developed on such councils having regard to the proposals dated 25th June, 1978 relating to District Ministers and such Councils.
(e) The appointment of officers and servants to such Councils.
(f) The manner in which such Councils shall direct and supervise the activities of local Authorities in respect of Sanitation, Health, Education, Road Construction, Co-operative Villages, Irrigation Schemes and Settlement under major Irrigation Schemes.
(g) The Financial structure and the methods of taxation in relation to such councils
(h) The relationship between:
(1) The District Ministers and such councils
(2) The District Ministers and the Central Government
(3) Such Councils and the Central Government
(4) One such Council and another Council
The Commission received 97 written representations form organisations and Members of the public. During the course of their inquiry they had sought written evidence and factual information form secretaries to Ministries, Government Agents, Heads of Government Departments, and Local Authorities. The Commissioners submitted their report to H. E. The President on 19th February 1980 and it was published as Sessional paper No.5 of 1980
