The pattern of the administration was that an each asst. secretary was assigned to some departments.
Each department was headed by the commissioner or the Director. Encyclopedia and Dictionary office were headed by chief editors. The heads were responsible for the administration and the professional work of the respective departments and offices. Ministry of Cultural affairs was re-organized by amalgamating the department of cultural affairs and the Sri Lanka Cultural Council.
