This commission was appointed on 26th March 1985 by H.E.The President of Sri Lanka under the commissions of Inquiry Law No.7 1978
The commissioners were C.M. Madduma Bandara (Chirman), G.C. Jayawardena (Secretary), I.M.Ismail, Ranjan Wijeratne, Douglas Jayawickrama, Chandra Wijenayake, R.S.Jayaratne The terms of reference were to find out the nature, extent and potential of land and water resources available in Sri Lanka; The present status of land utilisation in the country and possibilities of rationalizing such use and of allocating lands with a view to introducing a scientific land use programme. The strategies for conservation and development of land and related natural resources. The present land and land settlement policies of the government and its agencies, taking into consideration the medium and long term needs of the country, the prevailing land laws of the country with particular reference to the impact of the operation of the Land Development Ordinance (Chapter 454), Crown Lands Ordinance (Chapter 454), Paddy Lands Act No.1 of 1958, Land Reform law, No.1 of 1972 and Agrarian Service Act No.58 of 1979, The prevailing system of registration of lands,with a view to replacing it with a more efficient system; the need to rationalise the present system of administrating state lands with the aim of introducing a more cohesive and integrated system of land administration and management. The tenurial conditions on which lands are presently granted by the state with a view to making such conditions close to that of free-hold while securing the objectives sought to be achieved by the enactment under which those lands are granted. The problem of encroachments on Crown Lands including the use of land for Chena cultivation, and the steps to be taken to minimize its incidence and to optimize the use of such lands.
The commission submitted their report to H.E.The President on 17th December 1987.
