This commission was appointed 24th May 1946 by the Governor to consider the following proposals. That each province of the island be divided into electoral districts. That each electoral district of a province subject to a provisory; to transport, creating electoral districts returning two or more members, Dividing a province as to render possible the representation of minorities united by the tie of culture, religion, or by any other tie. The Commissioners were L.M.De Silva (chairman), N.Nadaraja, H.E.Janze, E.R.Sudbury, R.L.Brohier (Secretary), The report of the commission was published as Sessional Paper No. 13 of 1946.
