Administrative history
In compliance with the Report of C.H. Camaroon on the Judicial system of Ceylon, a new charter was issued on 18th February 1832. This Charter made provision for the division of the Island for Judicial purposes. This arrangement was implemented by a proclamation dated 1st October, 1833, namely the Colombo District and Northern, Southern and Eastern Circuits. The Eastern Circuit constituted nine Districts including Nuwara Eliya, The District Court of Nuwara Eliya was established in 1833. The District Court consisted of a District Judge and three Assessors. It was granted full Civil Powers in all cases and criminal powers within its District.
