History

The Tea Control Department was created to implement the Tea (Control of Export) Ordinance No. 13 of 1933. The Tea Control Department also functioned in terms of the Tea Control Act No.28 of 1949, for the collection of statistics of acreage, Production and Export, for the registration of the lands and the Tea Manufacturers and for the issue of licenses for the export of tea. Act No. 95 of 1953 which came into operation on 1st July, 1954 provides for the prevention of thefts and for the licensing of dealers. The Tea Control Department administered both the Tea Control Act No. 51 of 1957 and the Tea Subsidy Act No. 12 of 1958. Under the tea subsidy act the department was responsible for the administration of the tea replanting subsidy scheme, the tea fertilizer subsidy scheme, Tea Export Duty, A Rennet Scheme is also administered by the department. In terms of section 11 of the tea control act the planting of new Areas of Tea is prohibited, except under the Authority of a license issued under section 12. A licence is necessary for the establishment of a Tea nursery. All dealers of made tea and green leaf are required under the Tea Control Act to obtain Annual Licences from the Tea Control Department. The Tea Control Ordinance has been amended from time to time with emphasis on the development of the Tea Industry rather than on restrictions on controls. In 1966 the Government introduced the Tea Factory Development Subsidy Scheme in order to 68 induce Tea Factory owners to invest capital for factory development. For the First time in the History or the Tea Industry the Government introduced a Scheme in October 1978 where the owners of Tea Lands were assured of a Minimum Guaranteed Price for their Green Leaf. On 1 st January, 1976 the Tea Control Department (re-named Tea Commissioner’s Division) became a division of the Sri Lanka Tea Board, which was also established in terms of the Sri Lanka Tea Board Law No. 14 of 1975.
