The Department of Private Omnibus Transport was established under the provisions of the Private Omnibus Services Act No.44 of 1983 was the date on which this Act came into operation.
The Private Omnibus Services Act envisaged that the Management of the Private Omnibus Services should be handled by the Operators themselves. Under the Act no person could operate a regular service for the carriage of passengers without obtaining a Carriage permit from the Department.
