History
The Immigration and Emigrants Act no:.20 of 1948 made provision for the establishment of this Department in 1949. The regulation made there under in July, 1949 repealed i.e.the Passport Ordinance and the Destitute Immigrants Ordinances. This two main Ordinances which controlled migration to and from Ceylon under this Act. The controller Immigration and Emigration was empowered to issue Ceylon passports and emergency passport to citizens of Ceylon for travel abroad.
