This Commission was appointed on 14th September 1944, by Governor to inquire and report all matters relating to the two transactions referred to the Kalatuwawa case and all matters preliminary or incidental or connection with the kalatuwawa case or to the instruments where those leases are recorded or whereby legal effect was given or intended to be given to those cases with particular reference to the following mattters or questions:
a) Whether title to the lands affected by the Kalatuwawa was vested in the C.M.Council at the date if he execution of either of the said case.
b) Whether the council had authority to grant the Kalatuwa case.
c) Whether the Kalatuwawa cases were granted strictly in accordance with the decision of the council.
d) Whether the mayor and the municipal commissioner had authority on behalf of the council to execute either of the instrument relating to the Kalatuwawa cases
e) Whether the Kalatuwawa cases were cases of land within the meaning of section 153 of the Municipal Councils Ordinance requiring for their validity, the previous Sanction by the Governor.
f) Whether the possibility of contamination of the water supply of Colombo was repairs to or considered by the Council or any officer of the council
g) Whether the terms or conditions, Financial or otherwise on which the Kalatuwawa cases were granted could or should helve seen more advantages to the interests of the council
h) Whether any special concessions were grantee to the case or other person placed in possession of the lands affected by the Kalatuwawa cases: if so, by whom were such concessions grantee and by what right or authority.
i) Whether any person has been guilt of any improperly, negligence, commission or misconduct in regard to the receipt, custody, or disposal of tenders received in respect of the Kalatuwawa cases or in regard to any other matter in any way relating to or arising out of the grant of those cases.
j) To make recommendation in particular with regard to the law, practice or procedure regard to contracts by and with the council and to the custody. Scrutinize or displace of tenders in cases where tenders were called for before the council into such contracts, This commission in published in Sp no. xv of 1945.
