Governor Maitland divided the civil service into three classes in 1807 and the Civil Auditor General was placed in the first class. The auditor general's main duty was to see that the commissioner of revenue complied with the governor's instructions in the examination of government accounts. Moreover, he was to check whether the civil servants had obtained governor's authority for the expenditure.
