On 2nd March 1815, the Kandyan Kingdom was formerly ceded to the British by its leaders. The convention was signed by Governor Brownrigg on behalf of the British and the Kandyans by their chiefs. The Governor exercised his authority through the Resident at Kandy. The post of secretary for the Kandyan provinces was held by the deputy secretary in the Maritime Provinces George Lusignan. The Resident was John D’oyly.
The judicial functions of the Kandyan provinces were placed under James Gay the second commissioner of the Kandyan board of commissioners on 1st Oct 1816. In 1821, the officer commanding the troops was added as a member of the Commission. E.Trolfrey (1821-1826). J.Downing (1827-1830) and H.Wright (1830) held the post of Judicial Commissioner until its abolition in 1831.
